The establishment of Tianjin Economic and Technological Development Area (TEDA) was given government approval on December 6, 1984.

TEDA is located to the southeast of Tianjin City, about50 kilometers away from downtown, covering an area of 33 square kilometers. Tianjin International Airport is 39 kms away from it in the west. Beijing-Tianjin-Tanggu Expressway as well as Haihe River locates in its south, and Tianjin New Port is 2 kms away from it in the southeast. There are rich natural resources in its surrounding areas, such as Dagang oil field, Bohai oversea oil field, and also Changlu Saltern which is famous both at home and abroad. It also boasts an abundant storage of coalfield, high-quality argil as well as geothermic resource. Its coastline stretches 130 kilometers and is suitable for the development of breed aquatics.

Inside TEDA, foreign-funded companies can enjoy favorable policy treatments. During 1984 and 1996, 20 square kilometers of land had been cultivated in TEDA, including 15.5 square kilometers of industrial area, 4.5 square kilometers of living community. It had built a road of 65.1 kilometers with an area of 185.6 square meters. The length of its water supply tube net and drainage tube net was 151.2 kilometers and 292.5 kilometers respectively. It had a supply of heat 445 tons per hour and electricity 2*50 million volt-amperes. The daily supply of gas and water was 100,000 cubic meters and 10.5 tons respectively. The green land in TEDA was 1.20 square kilometers, with a greening coverage rate of 15.2%. All the comprehensive qualified accessing indicators on city environment such as atmospheric environment, water environment, environmental noises, greening, handling rate of living garbage and so on were up to scrach. Meanwhile, the government put forward more than 50 regional basic regulations like Management Prescriptions on TEDA, Management Prescriptions on Enterprise Registration in TEDA, Management Prescriptions on Labor in TEDA, Management Prescriptions on Land in TEDA and so on. Legal system had been constructed soundly will the Industrial projects had developed quickly and economic benefits had increased stably. By the end of 1996, 2744 foreign investors from 62 countries and districts had got government approval, including 128 projects with an investment of over US$ 10 million. Accumulated contracted foreign capital totaled US$ 7.785 billion, with the contracted foreign capital US$ 6.025 billion.10,993 domestic companies have registered in TEDA with a registration capital of 19.898 billion RMB.1425 industrial companies had been put into production. Its GDP in 1997 was 17.011 billion RMB, accounting for 44.5% of Binhai New Area while the proportion used to be 40.9% before. TEDA has become an important backbone in the economic development of the new area. Among 14 primary economic indicators, 13 rank first in all the national development areas. It had also signed contracts with up to 2916 enterprises in three types of foreign investment, with the total contracted foreign capital of US$ 7.333 billion, accounting for 25.2% and 37.6% of the whole city respectively. Its foreign trade export was up to US$ 2.004 billion, about 39.9% of the city. By then, it had attracted 11,568 domestic companies from 28 provinces and municipalities, with a total registration fund of 25.43 billion RMB.

According to the construction plan of TEDA which have been approved by the State Council, it will take 30 years and three phases to carry out the plan, which will be totally completed by 2015. By then, there will be 300000 employees in TEDA, realizing 30 billion GDP annually. An export-oriented modern and international economic center will come into being, with international trade as the forerunner, modern industry as the foundation, and tertiary industries like finance, commerce, real estate developing in line.
